Members in Attendance:                           
               Chairman Richard Hersom, Vice-Chair Kevin Geraghty, Clerk Michael Chizy, and Member John Hebert
Selectman Ryan Fattman absent
Also in Attendance:     James Smith, Town Administrator; Debbie Jacques, Administrative Secretary

Chairman Hersom calls the meeting to order at 7:00 followed by the Pledge of Allegiance.

Update on State Economic Assistance Coordinating Council request to decertify TIF on NEDT: Planning Director Jen Hager is present. TA Smith gives a brief background on this TIF. NEDT was granted the TIF in 2007 when they agreed to build a new building in Sutton at a cost of 1.6 Million dollars. Also in the agreement was to hire 4 additional employees. NEDT completed the building as well as the 4 additional employees but due to the economy have since had to let the 4 employees go. TA Smith goes on to say that NEDT has been an excellent partner to the Town of Sutton providing expert assistance to various departments such as the Transfer Station and the Fire Dept. In FY11, NEDT will pay $15,000. In taxes, if the TIF is decertified, they will pay $17,300. There is only a small increase. TA Smith is asking the BOS how they would like to proceed. Selectman Chizy feels NEDT tried their best to live up to their obligations, they have done all they could to live to fulfill their promise. Mike is in support of the BOS recommending we keep the TIF on NEDT. Selectman Geraghty agrees that NEDT has been a good partner in town; Kevin says we are not talking about a lot of money; it would be good to show we are a business friendly town by continuing the TIF. Selectmen Hebert and Hersom both concur with the comments made. All are in agreement that it is the wish of the BOS to have TA Smith draft a letter of support in continuing the TIF for NEDT.

At this time, Accountant Tim Harrison presents bonds to be signed by the BOS.  

Town Administrator Update:
  • Stretch Code Presentation- the Town will be sponsoring a regional public forum on January 27, 2011 @ 7:00pm to discuss the new MA Stretch Energy Code which is currently being considered for adoption at May Town Meeting.
  • Transfer Station Operator- John Marsh of 8 Trillium Run was offered the position. John began work today. Discussions on going about possibly extending hours on Tuesdays and closing on Wednesdays. This would make it more user friendly and possible increase membership.
  • Cell Tower- Notice of Award went to Wireless Edge. Discussions are currently taking place, when complete they will be forwarded to the BOS for consideration as authorized by Town Meeting.

  • Bond Rating.
John goes on to say that TA Smith makes the role of Selectman enjoyable and run smoothly.
  • Selectman Hersom agrees with John and wishes all a Happy New Year.
